REPLY OF THE FINANCE MINISTER IN RAJYA SABHA
Dear Comrades,
We are reproducing below the reply given by the Hon’ble Finance Minister Shri Arun Jaitley in the Rajya Sabha on 19-07-2016
The Finance Minister has made it clear that “the government is responsive to the concerns of the Employees’ Associations and it would be the endeavor of the Government to ensure that the eventuality of a strike does not arise.”
Regarding increasing of the multiplication factor, the Finance Minister replied that:
“no such proposal is under consideration of the Government, at present’
The assurance given to the NJCA leaders by the Group of Ministers (including Finance Minister) on 30-06-2016 is that enhancement in minimum pay and fitment factor (multiplication factor) will be considered favourably by the Government, once the proposal in this regard is submitted to Government by the proposed “High Level Committee” within four months. Hence, the matter will come for the “consideration” of the Govt. only after submission of the report by the High Level Committee.
In that sense, technically, the reply of the Finance Minister that “at present” there is no such proposal under consideration of the Government, may not be taken in a different manner and we need not jump into the conclusion that multiplication factor will not be increased.
However, giving due importance to the concerns expressed by many of our comrades and grass-root level leaders, the NJCA will discuss this issue shortly and take appropriate decision. NJCA is keenly observing the move of the Govt. and any going back from the assurances given by the Group of Ministers or any betrayal of 33 lakhs Central Govt. Employees and 40 lakhs pensioners by the NDA Govt., shall result in revival of the deferred strike by the NJCA and Government will be solely responsible for all consequences.

good morning sir
as yesterday posted some of the hidden facts of the seventh pay commission I would like to know why government lagging behind for the betterment of the government employees what made by them to take such decisions which made a history that lowest hike ever compared to all pay commission so far. if at all so adement by government towards employees why not strike us is it really happen with our existing leaders let us how much to wait for justified demands comittee one another coming and going if no waitage for committees recommendations then what for committee use less fellows hopeless government. checking patience of employees. so be United show integrity and don't go back fight against unjustified demands.
Sir, it is the matter of CG employees thats by Govt is taking so much time, (pay commission, empowerment committe, High level committe, staggered notification of pay and allowances etc).
Agar ye matter of MPs ki payment ka hota than simple discussion in Parliament and approval by both houses within 10 minutes. Next day notification and implementation.
Sir, do something, NJCA se bharosa uth raha hai.
The CPC recommended and the Govt decided to apply fitment rate @2.57 to all pensions, when the pensioners are already getting pension @2.25 times wef.1. 1.2016. Will some one explain how the benefit of 24% is being made out when there is increase of 14.22% only?
Sir, may be the finance minister was talking about next pay commission & we all understood that the assurance is for this pay commission. pl correct me if I am wrong.
At this juncture can the NJCA revive the demand for immediate sanction of IR at appropriate level(say at 12.57%)
so as to eliminate any (possible) duplication of huge administrative work involved in fixation of pay at present level and subsequently after any revision after the committee recommends say within 4 months
good information NJCA keep mounting pressure on govt
sir, It is understood that patience is virtue but the way centre is reacting, we are loosing hope. The slow moves of NJAC will not fetch us better pay instead will lead to coatic situation and make CG employees lazy enough to prepare for strike. Please recollect how the BJP govt behaved with OROP demand seekers.
There is saying.
“crying child gets the milk”.
so be united and go for strike.
No other language is going to understand by our Financial minster.
We should not accept the increased pay until minimum pay&fittment is decided. . All alownces should be decided first. ..
we got it in 2008 last time.. we will not accept it till 2018
